Hi I lodged PR application on Dec. 2021, had been holding bridging visa A till my visa granted on Dec. 2022, am I eligible for medicare levy exception for this duration July 2022-Dec.2022?

If you were foreign resident for the period July 2022 - December 2022 so only part of the year.
You can still claim the full exemption from the Medicare levy for that period if:
- You didn't have any dependants for that period
- all your dependants were in a Medicare levy category for that period
