My ATO account was breached years ago and subsequently requires a call to unlock every year. I am then only allowed 48 hours access. Is there a way this can be reviewed or amended as I am often forced to be on hold for up to an hour each time to unlock?

No, once an account is compromised, it is compromised for life. The lock is a security measure put in place to prevent future misuse of your ATO Account & TFN.
You will continue needing to call the ATO every year to unlock your account.
