ebay tax excemption on ebay selling fees

I am confused on how ebay handles their tax exemption on their eBay selling fees.

 

I am a seller on eBay and have an ABN number (but not registered for GST), now eBay advises sellers to provide their ABN number so their ABN could appear on invoices, however they excempt sellers from taxes applied to their eBay selling fees if sellers provide their ABN number. 

 

This is what it says on their website:

((Businesses registered for VAT (Value Added Tax),GST (Goods and Services Tax) or other applicable indirect/consumption taxes can use their tax or other country specific identification number to register for tax exempt status on eBay. This allows businesses to pay eBay fees without domestic VAT, GST or similar taxes being applied, where applicable.))

 

 

What does this mean? and why are they removing tax that is applied on their eBay selling fees??
