Is a casual employee eligible if they have been employed for over 12 months but did not work for 3 months during the year?
During this period they were not required due to seasonal conditions.

Yes, you’re eligible if you’re a long-term casual employee and have been with your employer on a regular and systematic basis for at least 12 months as at 1 March 2020.
It is not necessary to have worked the same days and hours over each pay period. Further information can be found here.
