JobKeeper Payments

Hi, just have few confusions regarding the JobKeeper Payement:

1) If the eligible employer is keen on joining the JobKeeper program (and have already registered interest on ATO website), does it mean that the employer has to start paying the eligible employees $1500 per fortnight now? and then claim the money later on?

2) If it is the case that the employer has to start paying the eligible employees now, should the employer start paying in the next period (which is 13 April to 26 April) if they didn't start paying in the period of 30 March-12 April?

3) It is understood that the first payments will be received in the first week of May, does it mean that the monthly payment will be received no matter which period the employer started to pay the eligible staff in April?

4) For business that is operating for less than a year, what additional information can we provide to prove that we have been adversely affected by the Coronavirus so as to claim the Job Keeper Payment? Thank you for your help.

From Treasury's website:

The first payment period is from 30 March 2020 to 12 April 2020. Employers need to start paying the $1500 per fortnight from 30 March and if they don't they need to pay a 'top-up' payment so they are eligible.

Where a business was not in operation a year earlier, or where their turnover a year earlier was not representative of their usual or average turnover, (for example, because there was a large interim acquisition, they were newly established, were scaling up, or their turnover is typically highly variable), the Tax Commissioner will have discretion to consider additional information that the business can provide to establish that they have been adversely affected by the impacts of the Coronavirus.
