Tier1 or Tier 2, FT employees on Parental Leave

Hi there, if FT contracted employees on Maternity Leave for both pre-March and Pre-July Period, therefore, no worked hrs in these period, do they get Tier 1 or Tier 2 rate?

Also, any employee who was employed under Full-time contract during Mar'20 but never worked Full-time hrs due to covid hit, and was stood down since commencement, can this employee be put under Tier 1 rate as the employment contract is for "Full-time hours"? Please advise.

THE ATO should be providing more details on this soon from what i have been told,   there will be alternate testing for certain circumstances.
