No, You can't. 

 

They are compulsory National Insurance payments made by everybody in the UK 16 years and above to contribute towards health and welfare.

 

They are not a work-related expense, but a requirement if you are living and working in the UK.

 

They are similar to a Medicare levy that people from overseas have to pay if working in Australia with a Temp visa.
