Resident for only part of a year

If someone arrives to live in Australia permanently during a tax year, do they have to include their earnings from their old country in their tax return and is it taxable?  They would then be tax residents for the remainder of the year.

It all starts from when you enter Australia not what happened before. On your return if you establish your a resident for tax purposes you will then indicate the date you entered the country. See Moving to Australia permanently. It offers a good all round understanding of how it all works too and welcome to Australia.
