Hi,

I had private health insurance for approximately 50% of the 2018-19 financial year.

Do I still have to pay the whole medicare levy?

Thanks

The appropriate level of Private health insurance cover could help you avoid paying the Medicare levy surcharge. If you need to pay the Medicare’s levy surcharge also depends on your income.

See here for more info: https://www.ato.gov.au/Individuals/Medicare-levy/Medicare-levy-surcharge/

If you only had the right level of private health insurance cover for part of the year, you might only be partially exempt.
