I have earned around 20000 dollor in last 12 months as a Uber Eats driver, am I obliged to pay gst?

Generally speaking, it will depend if you're delivery food and goods as an employee for someone else or if you're providing a delivery services as a business and have an ABN. 

 

If you're an employee, you will not have any GST obligation relating to your employment and you won't be able to claim any GST credits for any expenses relating to providing a delivery service. 

 

If you're a business and your GST turnover from all of your business income (including providing delivery services) is, or is expected to be, $75,000 or more per year, you'll need to get an ABN and register for GST.
