We have placed an employee on Gardening leave and are required to stay at home and continue to be paid as per normal during the notice period. Is this leave a pre tax payment which gets taxed and attracts super and accrues leave?

Should be treated the same as if you paid salary/wages to him/her.

You are essentially paying the employee and directing them to "do nothing".
