If someone owns two ETFs, and (over the full tax year) one of them pays a "dividend" of $50, the other pays a "distribution" of $50, should they enter $100 into the Dividend section of the tax return?

Yes you would.

Dividends and distributions from ETFs are treated as dividends on your tax return.
