A person buys a suit, uses a few times in a year and the suit is in wardrobe may never be used. Suit shrinks (owners body may also change). Can they dontate and have a tax deduction. If so under what condions?

Donations don't have to be money. But you do have to get a receipt from a valid deductible gift recipient. So, yes it is possible. The criteria it needs to meet are in the link below.

Bear in mind, charitable organisations like St Vincent de Paul and the like, don't usually provide receipts when accepting 2nd hand items as donations. You could ask at the time the donation was made.
