Offsetting a refund from one account to another to cover a debt that has arisen will usually happen automatically. If the offset doesn't occur you can request a transfer or refund via ATO online services (https://www.ato.gov.au/General/Online-services/Using-ATO-online-services/#Requestatransferorrefund). You'll select Tax, Accounts, Transfer request or Refund request. You'll need to provide current and up to date bank account details for a BAS refund (https://www.ato.gov.au/business/business-activity-statements-(bas)/in-detail/bas-refund/?anchor=Incorrectorincompletebankaccountdetails#Incorrectorincompletebankaccountdetails).
