I am on workers comp, and QBE Insurance will not issue me a Group Certificate, nor will QBE electronically download a Group Certificate to ATO. What can I do???

If the payments are tax-free, that would be the reason why the insurer is not providing you with an income statement.
I'd advise you to take a look at the information available under Other income, which will help you understand your requirement to report.
Otherwise, if you're required to declare the income and aren't provided with a payment summary, you can use your own records to report.
