Sorry to hear you're having trouble finding the registration section, lets see if I can make it easy for you.
There is ATO online for individuals and the online service for business, I’m not sure which one you’re using so I’ll provide the details for both to make sure you get the help you need.
Click on each link and it will give you step by steps instructions on how to add.
Individual online service – Add, update or cancel tax registrations Access via myGov and your linked services for individuals and sole traders
Business online service – Add, update or cancel tax registrations Access using myGovID and RAM, if you’re a sole trader you can also use this option, it does allow you to set up your online service and add other authorise people to log in and perform task on your behalf.
