Yes, you can start working before you've received your TFN. Just make sure that when you complete your TFN declaration for your employer that you state at question 1 that you've submitted a TFN application. This will give you 28 days before your employer has to tax you at the highest rate. You can then provide your TFN to them as soon as you receive it.
