Are NZ citizens that have a TFN to be taxed as an Australian resident and claim the tax free threshold? Can they then lodge a tax return to claim back any tax paid in Australia upon departure?

They can be tax residents yes but determining this is self-assessed. You can view information about determining your residency on the ATO website, there is also a online tool that can help you check if you are a resident for tax purposes.

They still need to meet the normal tests for AUS tax residency - otherwise they will be taxed in AUS as non residents.

@Bruce4Tax thanks for this. That was my conclusion but I have been asked to double check. NZ teenager travelling to country to work Uni break and being taxed as a non resident. What incentive is there for any NZ person to do this aside from higher pay rates in Aus. Thanks again.
