I am a Vietnamese international student who is on the 500 visa. I have a part-time remote work oversea outside of Australia. Do I need to lodge an income tax on my earnings?

If you're currently out of the country and working overseas, it's likely you're considered a foreign/non-resident. You can check your residency status online. If so you only need to report your Australian-sourced income here. Once you return to Australia, depending on your residency status again, will also determine your reporting requirements here for any overseas income. You can view foreign income exemption for temporary resident from here.

I am still confused whether I have to pay tax as a temporary resident while I am currently staying in Australia for my student visa and also working remotely for companies oversea. If not, do I need to declare my income? In the Temporary resident foreign income exemption mentioned that "You don't have to pay tax on most of your foreign income if you both":
- are an individual who is an Australian resident for tax purposes
- satisfy the requirements of being a temporary resident.
What is "most of your foreign income" meant? Does that mean I still have to pay a certain amount?

First work out your residency status. It'll depend if you're an Australian resident for tax purpose, a non-resident, or a temporary resident as to what you pay tax on.
If you're an Australian resident with a temporary resident visa, we won't ask you to pay taxes on most of your foreign income. This includes income from your foreign investments. You may need to pay tax on any employment income you earn from overseas.
