I am living in Australia on a Bridging A visa while my Aged Contributory Parent visa is assessed. I am not working but have invested funds into ETFs which earn Dividends. My understanding is that I will be an Australian tax resident, but since my visa does not have working rights i am not sure how to apply for a TFN. Thank you

You mention you be Australian tax resident. Then you can apply for your TFN on our website.
If unsure of your residency status, check your tax residency.
If you're not an Australia resident, then you can apply for your TFN this way.
