I haven't been required to submit BAS before as my sole trader income was low, but I'd like to submit quarterly business activity statements to help prove my income for a bank loan. When I log into ATO for my business, there is no option to submit a BAS as it says it's not required.

To start submitting activity statements you'll need to register for a reporting role that requires them. These include things like GST - it'll depend on what you were wanting to report for your business. Without knowing a bit more about your situation we won't be able to recommend a specific type to register for. If you registered for GST you'd be required to start charging it on your taxable sales. Another option is to register for Pay As You Go Instalments. This is a system that allows you to make regular prepayments towards your tax liability for the year.
