A client is 82 years old does not have a computer or quality mobile phone coverage, lives in outback Victoria in the Mallee region, he needs to apply for a director identification number.

Where would I find a paper application form for an Australian resident living in Australia (not living overseas) that I could print and have him complete, then post to the Australian Taxation Office. No point requesting he does any part of the application online, he is not computer literate at all.

You'd need to request the paper application for people living in Australia, by talking to the ABRS. Take a look at the option for applying for a Director ID when you an Australian resident but can't apply online.
