You cannot claim a deduction where you have not incurred the cost.
so if work paid for it, then you cannot claim it, as you did not incur the expense at the end of the day

Thank you for your reply. I think I phrased my question poorly. Please allow me to try again.
I am sure I have seen somewhere on the ATO website that you do not need a log book to claim 5,000km per year. That being so if I drive 7,000km in a year for work but claim 4,000km of those directly through work reimbursement this leaves 3,000km not reimbursed for.
With those 3,000km can I claim all of those without a log book because 3,000km < 5,000km or does that mean I can only claim the difference of 1,000km on my tax return? (This being the 5,000km I don't need a log book for minus the 4,000km I have been reimbursed for and therefore cannot claim).
Does that makes sense? I am not self employed.

5000km is the maximum you can claim under the cents per KM method, but you still require record keeping.
If you use the cents per kilometre method, you don't need receipts.
I believe you would be able to claim 5000km as a deduction using this method.
(my reasoning is that you dont tell the ATO you did 7k total, you just tell them what you are claiming.) The ATO may request substantiation.

We have a system at work that logs all trips and whether I have been reimbursed. So for clarity because I am stupid..in my example of doing 7,000km in the year but I claim directly 4,000km as a reimbursement from work does that mean I can still put the 3,000km as a deductible on my tax return because 3,000km is less than 5,000km?

That is my understanding, you would claim the 3,000km.
"You can claim a maximum of 5,000 work-related kilometres per car."
