I don't have Australian drive license, Australian citizen, Inmicard neither Medicare. Just my oversea passport and my visa. How can I access to standard level and manage mi tax?

Sorry to hear you're having trouble with myGovID. Unfortunately if you only have one identity document, you won't be able to get to standard identity strength. What service are you trying to access? If you're wanting to link with myGov, you don't need myGovID for that.
Otherwise, the myGovID help page has some information about what to do when you can't achieve the necessary identity strength. You'll need to get in contact with the relevant service to see if they have any other options.
