Can someone on home duties on family tax benefit make a contribution to their super and be eligible for the government co contribution?

The person can make a contribution if they are under age 75, and otherwise eligible,

but co-contribution requires lodgment of a tax return showing at least 10% of assessable income from paid employment or business.
