We want to employ workers in other countries to carry out work on our behalf. They will be residents of the country, not Australian, and will carry the work out in that country. Can we add them to our payroll and what are our tax and super obligations either here or in the host country?

You can employ foreign workers to perform work outside of Australia. There is no obligation to withhold from payments of salary or wages made to foreign resident where the employment services are performed overseas. This is the case, regardless the residency status of the payer. The host country will tax them accordingly. You should check if they need you to withhold and pay it to them.
As for paying super again, this is only for Australian resident employed outside of Australia not for non-resident employees.
