We have a property that's tenanted for about 5 years. After the tenant moved out, we had some repairs done to the property. The kitchen bench top (laminated) had a big burnt mark which is unrepairable. So we put a new porcelain bench top on top of the old one. Would this be a repair or capital works, considering that to instal a new laminated bench top would costs just as much.

Capital works because you used a different material. Comparable cost is not relevant.
