Bruce is spot on. Why do your think everyone gets a refund? if you've got two bills two years in a row, you should chat to your employer and see why enough tax isn't being taken out to cover your anticipated tax debt. Perhaps it's to do with HECS? I get it's disappointing to get a bill. But you only get a refund if you've overpaid any tax.
