I have added the union fees in other work related expenses. However, tax return estimate doesn't refund that amount ($690). Isn't it 100% tax deductible? does it depend on your income?

Union fees are deductible, however the deduction amount doesn't equal refund amount.

A deduction simply reduces how much tax is owed.

Your employer may not have withheld the exact right amount of tax to cover your entire tax liability.

Deductions/expenses reduce your taxable income, income tax payable is then calculated on taxable income.
