To apply to the FDA for a small business designation as a company with a headquarter outside of the US, the FDA requires a stamp from the National Tax Authority (ie the ATO) to certify that the information provided is accurate. What is the process to obtain this stamp of certification?

What is being referred to by the OP is this FDA form (3602A), which requires the ATO to confirm gross receipts/sales for an entity and signing off on section III as the National Taxing Authority.
Not sure how a certificate of residency addresses this?
I'm currently looking to get the ATO to do the same. Any further insights would be appreciated.
@jhamilton - did you use the certificate of residency? Or found a different way for the ATO to complete form FDA-3602A?
