From an ATO perspective, being an international PhD student or receiving a tax‑free scholarship doesn’t automatically prevent you from applying for an ABN or earning other income.
Whether you’re allowed to do tutoring as a sole trader depends on your visa conditions, which are managed by Department of Home Affairs, not us.
If your visa allows it, you can check your eligibility for an ABN on the Australian Business Register (ABR) website.
