As an employee of the APS, does eligibilty for travel allowance (for overnight work trips) begin from the time you leave home to travel to the airport by taxi? Or is it the time your flight departs?

What does your travel policy state?
The only generic ATO guidance is the annual tax determination (TD 2025/4), paragraphs 18 (meals), 19 (incidentals), 20 (accommodation when you must sleep away from home in a commercial establishment as per p17).
Transport expenses such as taxis are usually treated as reimbursements?

Are you meaning what travel expenses can you claim? Taxi trips to the airport can be claimed, as can your meal or coffee at the airport as long as it fits within the caps and meets the substantiation requirements
