which will count as work in uber eats app? active hour or online hour?

I am a international student..i have work limitations of 48 hours per fortnight…uber eats delivery app shows 2 kind of time..online hour and active hour…which time i will consider as working time? Active hour or online hour? I already asked uber support team and they told that active hour will be counted as they only paid for active hour…i need to clear this confusion
