Labour Hire agency has entered Voluntary Administration, owing me superannuation payments. Do I need to lodge a credits claim ?

If your employer has entered Voluntary Administration, you should make contact with the appointed administrator about anything the company owes you, like employee entitlements. The administrator is responsible for managing employee debts during the administration process.
If you’re owed super, you can still report the unpaid super to us, even if the business has stopped operating or is insolvent.
I attempted to report my unpaid super, due to voluntary Administration of my labour hire company however the ATO portal for reporting will not allow me to report it until 28/05. Is there another way to report unpaid super that you know you will not receive or do I have to wait till 28/05 ? Plus I was emailed by agency and liquidators to report the super to ATO ????

You have to wait until 28 May to use the online tool and report unpaid super.
The portal is following the proper quarterly reporting schedule. For the Jan–Mar quarter, super is not legally 'unpaid' until after 28 April, and the employer’s Super Guarantee Charge (SGC) statement isn’t due until 28 May. The tool is designed to align with the quarterly super guarantee obligations and due dates.
When you're able to report the unpaid super, you'll need your personal details including your tax file number, the period of concern, and your employer's details )including their Australian business number).
