I cannot send my TFN application to the GPO Box number from overseas. Can I send it by courier to a physical address of the ATO or is it possible to email the application?

I think it would need to be the assigned address so that it can processed properly. Generally, ATO doesn't allow the public to initiate contact by email.

TFN applications can’t be emailed, and courier delivery also isn’t suitable, as TFN applications are sent to a GPO Box, and couriers can’t deliver to PO boxes.
If you’re overseas, you can still post the application by international mail to the GPO Box listed on the form instructions. That’s the correct and accepted method if you’re unable to apply online or in person.
If posting from overseas isn’t workable for you, you can also check whether you’re eligible to apply another way once you’re in Australia. For example, permanent migrants or temporary visitors with work rights may be able to apply for a TFN online after entering Australia, or attend an Australia Post interview, depending on their circumstances.
