If an employer processes a termination for an employee before the end of the financial year, can the ATO make the employee’s income statement “tax ready” before the employer has finalised payroll year-end processing and marked all employee income statements as tax ready?

No. Finalisation is the Tax Ready

That is my understanding, but I have been told that the income statement was tax ready before it was finalised in the payroll system.
