Hi everyone just looking for some clarification and a few answers to some questions - we’re looking at helping a friend out, coming to live with us in our spare room, they’ve offered to help pay bills and utilities whilst they get back on their feet. They’ve come to us with a rent certificate from Centrelink to verify their living arrangement on the premise that they need the welfare assistance - if we sign this does that mean it will be listed as private rent and we would need to declare on our tax return? We’re okay if this is the case as we want to help out but we’re concerned about our home (primary residence) would we still be exempt from CGT if we were to sell further down the track if it is listed as private rent via a rent certificate?

That's a tricky one. From your perspective, if it's genuinely just contributions to bills then it's not usually assessable income but if they are declaring it as formal rent and you sign it as formal rent then it may be different in which case yes, if you are renting out part of your home and it's assessable income then your main residence exemption is partially affected when you sell. Have a read of this ruling - it doesn't deal with the Centrelink side of things but can help you work out what is and isn't assessable income when sharing your home with others and you can see what would or wouldn't fit within centrelink's rules. My gut feeling is that it can't be rent for one without being rent for the other, but that's just thoughts without knowing the Centrelink side of things

Is the Centrelink form for rent assistance? If you are not asking this individual to pay rent then don't sign the form. (that would be a false declaration if you did)

If you rent out the room then this income is assessable income. Check out the section on Domestic arrangements.

If you rent the room then your home will not be exempt from CGT if you dispose of it in the future.
