My understanding is that because of the Double Tax agreement provisions, the US Social Security Benefit payment is not included as taxable income on your Australian Tax Return. Should be reported as Target Foreign Income (only used to aggregate with your taxable income to test against income thresholds for other benefits). On another matter, you should look to tax advantage of of the DTA provisions by lodging a W-8BEN with US SSA which should reduce the withholding tax to 15%. But do not hold your breath waiting for the form to be scanned and actioned. My application has passed its 1st birthday!!!

Thanks Chief that's awesome and congrats on finally getting a positive response from the IRS. As I understand it, the 30% is a flat federal tax rate for all non-residents and non-citizens, was this the case for you?
