Hi! My retired parents are living in my unit (I'm in my own home) - rent free, but they are paying all their bills. Do I have to declare this as I am not wanting to claim any deductions on the unit?

No - domestic arrangement.

But you cannot claim holding costs on the CGT cost base if they have been paying them.

Thank you! part of last financial there were other tenants from June to October. I will have to declare that income, but as for the remainder of this year and moving forward, my parents are there paying bills. I will claim holding costs - just don't want to have red flags on my with the ATO that there was income and now there isnt.
