How frequently does a property need to be valued in smsf?

Yes its every year, but why cant the ATO give us a safe harbour provision in regards to the yearly value- something like 30% more than the council valuation for year end valuations, with no safe harbour with regards to the valuation needed upon purchasing/selling to a related party. That way clients could choose not to pay for a valuation each year if they were willing to accept the safe harbour value!
