For an Australian company to contract the services of a foreign based company, what are the tax requirements for both companies? The Australian company is residential builder. The foreign company is an Indonesian based drafting company.

It could be BAU for the Australian company and their tax obligations may be the same as when they contract Australian businesses. Will the foreign company be present here in Australia? If so, they'd need to check if they have a permanent establishment. This could mean some of their income is taxed here.
