I was directed to the ATO business services online through mygovid so I could register for PAYGW but there is nothing I could see for that in the ATO online lists

Hello @Wilkin,
You can add a PAYG registration under the tax registration section of the ATO Online Services for Business. You just need to select add new registration and follow the prompts. If that doesn't work there are some other methods to register listed on the PAYG Withholding registration page.
