Hmm interesting question because you are still required to issue any employees with a payment summary even if the amount withheld is, and then as a matter of course also provide the ATO copy to the ATO. On top of all that on the Annual Payment Summary asks how many payment summaries have been issued as well as other questions.
Directly from the ATO wesite, quote:
"Payment summaries for workers
Generally,
you must give each of your workers a payment summary by 14 July each year,
even if the withheld amount is nil."

Now some may inadvertidly conclude from the ATO statement on their website that they must lodge an Annual Payment Summary even if wages have not been paid, just as I have illustrated at the start.
But I have a feeling that the ATO website is lacking in detail, and really should also cover what happens when there are no wages and no amounts have been withheld to make it clear for everyone.
There are a number of confusing statements on the ATO website that the ATO really need to be clarified for taxpayers.
