Do property managers have to report under Sharing Economy Reporting Regime (SERR)? In particular those managing short term/holiday rental who are using various platforms to advertise the properties?

It looks like electronic distribution platform operators report under SERR. It doesn't sound like the property managers are the EDP operators.
