How do I get an ARBN for an incorporated entity (community club, NFP), so we can get an ABN?

Working through "Apply for ABN" for a non-profit, community group that is an incorporated association. However, when I get to Step 3 of the online process on https://abr.gov.au/ABRWeb/Apply/Abn, I don't have an ARBN to input, as the org only has an Incorporation number. The org would like to apply for grants, and conduct activities that require ABN for permits.

Can someone please let me know the steps I need to take?

You apply to ASIC for an ARBN. This is so your organisation can trade throughout all states and territories in Australia. Check out the link for further info.
