You shouldn't need a citizenship certificate to link your myGov account to us. Check out the info you need (https://community.ato.gov.au/s/article/a079s0000009Gn4/linking-your-mygov-account-to-the-ato) to be able to link your myGov account to us. What identity strength are you trying to reach with your myGovID? You only need a standard (https://www.ato.gov.au/online-services/accessing-online-services-with-mygovid-and-ram) identity strength to be able to do most things. If you're trying to reach a strong identity, then you can only do this with an Australian passport. Check out the info on our website when you're trying to verify your citizenship certificate (https://www.mygovid.gov.au/verifying-your-identity#:~:text=for%20example%20ABC123456.-,Citizenship%20certificate,-You%20can%20use).
