We are an Australian GST registered consulting business about to offer some consulting to a New Zealand customer. While it appears that these services would be Australian GST free, do I need to add New Zealand GST and then arrange to pay that to the NZ tax office? Or is this only applicable if the services will exceed $60k in 12 months? If my business is not registered for NZ GST or must I register for NZ GST?

You're spot on that you don't need to worry about Aussie GST if the service is used outside Australia. As for the NZ tax, you might want to have chat with their tax people (Inland Revenue).
