I have been trying to contact ATO on the 132861 number for over three weeks now and can never get through. All I get is the recorded message saying they are too busy. Is there a call back option or am I wasting my time?

Tax time is always our busiest time. We're open 8am to 6pm local time. First thing in the morning and later in the afternoon is often the best times to call.
