Hi, I work in local government. I have access to what they call a "leaseback" vehicle whereas I pay a fortnightly amount of $260 to my employer. I therefore get access to a vehicle which they own and I can use for both work and personal use. The amount that I pay is post tax and paid directly to my employer. Am I able to claim these payments as a tax deduction??

You can't claim the payments. As you don't own the vehicle you can claim direct running expenses for work related use. See link on claiming expenses for a vehicle you don't own
Expenses for a vehicle that isn't yours or isn't a car | Australian Taxation Office (ato.gov.au)
Direct running expenses would be fuel and oil only.
