Why is there excess health insurance entitlement as well as medicare levy
Medicare Levy and Private Health Insurance rebate are two very different things.
The Medicare Levy is a 2% levy that almost all Australians are liable for, there are only 3 exemption categories (blind pensioner or you are apart of the miltary/veteran, foreign resident or you have a statement from Medicare stating you are exempt).
The Excess Private Health Insurance/Private Health Insurance rebate is if you claim too much/too little private health insurance rebate as a premium reduction, we recover the amount as a tax liability/tax credit.
Private Health Insurance with the appriopriate coverage does not exempt you from the Medicare Levy but it does exempt you from the Medicare Levy Surcharge which is a surcharge for higher income earners.
